The Government of Spain has approved an extension to the Digital Dividend release deadline from 31 December 2014 to 31 March 2015 in order to facilitate progress on this adaptation process without losing any television channels along the way. This measure comes in response to a request from the DTTV sector, which considers that this new deadline is more appropriate. It is estimated that by the new deadline 97% of the population will be able to continue receiving the offer from the main television channels, as measured in terms of audience figures. Applications for funding from the 280 million euros earmarked for grants by the Government of Spain to subsidise the adaptation of collective antennas can be submitted until 30 June 2015.

In the first 11 months of the year, tourists from the United Kingdom spent 12.19 billion euros; German tourists spent 9.49 billion euros; and French tourists spent 6.2 billion euros, with the highest growth of the three main emitting markets at 9.9%. A total of 14.41 billion euros were spent by international tourists in Catalonia, up 6.4%; and 11.36 billion euros were spent in the Canary Islands, up 8.6%. The total figure spent by international tourists in November amounted to 3.44 billion euros, with year-on-year growth of 1.7% to another all-time high since records began. The average daily spend rose by 1.5% to 122 euros.

The Ministry of Industry, Energy and Tourism called a meeting today of the Digital Dividend Release Coordination and Oversight Group to examine the progress to date.
According to data from the Ministry of Industry, Energy and Tourism, 42.6% of buildings had completed the process of adapting their television signal reception systems at the end of November.
The Government of Spain is studying whether to extend the digital dividend release deadline beyond 31 December 2014 in order to facilitate progress on this process without losing any television channels along the way.
The necessary steps are also being taken to ensure that the subsidies have no effect on the income tax return of those who receive them.

The application period for a grant to cover the cost of making adjustments for the digital dividend will remain open until 30 June 2015. The process to release the digital dividend is being imposed on all countries in the European Union. The deadlines have been set by EU regulations.

The decision by the European Court of Justice ratifies the Spanish ‘tax lease’ system currently in effect and strengthens its validity and legal certainty. This ruling upholds the position adopted by Spanish shipyards vis-à-vis ship-owners, financial institutions and investors, and demonstrates that the Spanish shipbuilding sector has created a stable and secure system that generates confidence.To date, a total of 12 asset structures have been formalised under the new ‘tax lease’ system for contracts that amount to over 309 million euros in total, generating approximately 1.37 million hours of employment.The Minister for Industry, Energy and Tourism, José Manuel Soria, believes that the ruling handed down by the court in Luxembourg shows that the system negotiated between the Government of Spain and the European Commission enjoys full validity and legal certainty.

The entry submission period has begun for the fourth edition of Emprendetur, which will allocate 30 million euros to young tourism entrepreneurs, and 80 million to innovative tourism projects and initiatives. Up to 100% funding will be provided for projects by young entrepreneurs, with a limit of one million euros, without guarantees. R&D+i projects will receive up to 75% funding. The two lines of funding are to be repaid over five years, with a two-year grace period, at an interest rate of 0.97% and require no bank intermediation. Interested parties have until 2 February to file an application.

This work will begin in 2015 as new mobile telephony stations are rolled out after the digital dividend bandwidth is released. The tests conducted by the Ministry for Industry, Energy and Tourism in Zamora show that the number of areas that could be affected is very low and any issues can be resolved satisfactorily. Before launching the new transmitter stations, mobile telephony operators will complete the necessary preventive steps to guarantee existing TV reception in those specific areas shown to be most affected. This work will come at no cost to the public as it will be paid for by the telecommunications operators.

A new record was also set in October, at 5.73 billion euros. This represents a year-on-year increase of 4.6%.

The importance of re-industrialising the Spanish economy is reflected by the approval of the Agenda for Strengthening the Industrial Sector in Spain - an action plan made up of several proposals for action, which, once implemented in the near future, will enable the general conditions under which industrial activity is carried on in Spain to be improved.
Rather than the forecast deficit of 10.5 billion euros, the new regulations governing the electricity sector reduced that figure to 3.2 billion euros in 2013. In 2014, forecasts suggest that this deficit will be reduced to zero or close to zero.
The Government of Spain believes it has met its target to freeze the escalation of electricity prices - a process that was dragging down the competitiveness of Spanish companies and reducing disposable household income - following the scrapping of the quarterly auctions that were introduced in 2009 by the previous PSOE government.

According to initial data, 252,000 residents’ associations contracted services to adjust their collective antennas in September and October. 83,066 buildings had completed the adjustment. 49% of the population is now fully adapted to the digital dividend.

People will be able to apply for funding from the Government of Spain to complete collective antenna adjustments until 30 June 2015. Over 28,800 residents’ associations have already applied for funding.
A significant effort is being made by all the stakeholders involved with a view to meeting the deadlines and minimising public inconvenience.

The goal for these subsidies is to accelerate the expansion of coverage of public electronic communication networks capable of providing high-speed (30 Mbps or faster) and ultra-fast (100 Mbps or faster) broadband services to zones currently lacking such coverage. Both the number of beneficiaries and the number of approved projects have increased considerably this year, as have the amount of the subsidies issued and the associated coverage expansion targets.56% of Spaniards have access to broadband at speeds above 100 Mbps, 60% at speeds above 30 Mbps and 82% at speeds above 10 Mbps.

Royal Decree-Law 13/2014, of 3 October, whereby urgent measures relating to the gas system are adopted, providing a solution to the complex technical situation surrounding the facility while guaranteeing the general interest in terms of the safety of people, assets and the environment.

The Minister for Industry, Energy and Tourism underlined the allocation of over 59 million euros to implementing the Plan to Boost Confidence in the Digital Arena between 2013 and 2015, which defines targets on cyber-security and digital confidence.
The Minister for Home Affairs highlighted the importance of “sharing the information necessary to provide an overview capable of having a positive effect on collective cyber-security that is as close to reality as possible in terms of cyber threats and technological risks”.
This is the first time that representatives from the government and top executives from strategic companies have met to coordinate tools capable of enhancing the measures put in place to combat cyber threats.

The subsidies will be used to finance a total of 33 projects and represent the mobilisation of 21.17 million euros (19.05 million in loans and 2.12 million in grants). The funding initiative was launched in June and, new to such processes, was preceded by a public consultation aimed at better adjusting the nature of the financial aid to the real needs of the sector. The issue of these subsidies to the video game sector concludes the implementation of one of the measures included in the Digital Economy and Digital Content Promotion Plan forming part of the Digital Agenda for Spain.

For the first time, various governmental departments have worked with the regional governments and the private sector to draw up a plan focused on the shopping industry aimed at increasing the profitability of the tourism sector and domestic trade.
Shopping tourism increases average destination expenditure and distributes demand flows over the course of the year and across the entire country.
The budget earmarked for this plan amounts to 2.82 million euros, which will be allocated to actions aimed at both stimulating and increasing demand in emitting markets and adapting the commercial offer in Spain to the needs of international tourists.
The measures include commitments from the Ministry of Foreign Affairs to speed up visa issue, actions by the Spanish Tax Authority to improve the process of returning VAT to non-EU tourists and improvements to the positioning of shopping tourism in efforts to promote Spain as a destination.

Earlier today, the Council of Ministers approved the submission of a draft law to parliament that revises the legal framework for industrial property in Spain through an in-depth renewal of the existing Patent Act of 11/1986. For the 2014/2015 winter season (October-March), Spain is consolidating its leading position in this market: One third of all British tourists will spend their holidays in Spain. The United Kingdom remains the top emitting market to Spain, with over 12.3 million tourists (up 5.6%) spending 10.44 billion euros (up 6.9%) between January and September. A total of 14.3 million British tourists visited Spain in 2013. Spain is present at the WTM - one of the world's most important tourism trade fairs - with 334 exhibitors in a space measuring 2,000 square metres. The 1,001 square metre Turespaña hall houses 30 companies and 14 tourist destinations. Minister José Manuel Soria highlighted the enormous loyalty of the British tourists who visit Spain, 85% of which return and 42% of which visit the country ten times.

Each residents’ association can now consult www.televisiondigital.es and, depending on the province in which it is located, find the digital multiple numbers that it will have to change in order to adapt its installations. Residents’ associations will be able to apply for funding once the necessary changes have been made to their shared antenna installations. The subsidies will cover changes made from June 2014. In order to apply, an invoice detailing the work carried out and the installation report issued by a registered installation company will be required.

The United Kingdom was the market posting the highest inbound tourist spending figure in the first nine months of the year with an increase of 6.9% on the same period in 2013. Germany and France were second and third, respectively. September 2014 also saw a new high since records began for spending by inbound tourists visiting Spain in this month of the year. At 7.06 billion euros, this is a year-on-year increase of 6.8%. With 1.82 billion euros and 1.59 billion euros, respectively, Catalonia and the Balearic Islands were the two regions posting the highest spending figures in September.

On Monday the Ministry of Industry, Energy and Tourism signed another agreement with the CLH Group to appoint the CLH Metrology Laboratory as an associate laboratory of CEM. June to September saw the best summer ever recorded by Frontur statistics, with the arrival of 31 million foreign tourists, 6.9% more than for the same months in 2013. In September, 7 million international tourists came to Spain, marking a year-on-year increase of 8.1% and the best figures to date for the month.The United Kingdom is still the largest source country for all the cited periods, with 12,358,931 tourists and a 5.6% increase for January to September. Next is France with 8,607,402 tourists, an 11.5% increase, and Germany with 8,341,527 tourists and a 6.9% increase from the same period last year. Catalonia received 13.5 million international tourists up to September, followed by the Balearic Islands with 10.2 million tourists, and the Canary Islands with 8.4 million.

José Manuel Soria insists that the compensation for Escal will not affect any potential liability as may arise in the future on the part of the concession holder or of its shareholders, as the case may be, for managing the project. The minister pointed out that should any liability exist, the concession holder will have to make redress directly and in the event that Escal is insolvent or the company is dissolved, its shareholders and parent company will be obliged to respond therefor on a joint and several basis.

The United Kingdom maintained its position as top emitting market with 8.9 billion euros in the first eight months of the year, an increase of 7.6%; Germany was second with tourist spending of 6.74 billion euros, an increase of 7%; and France was third, with 4.54 billion euros spent by French tourists in Spain. August 2014 was also the best August since records began, with an inbound tourist spending figure of 9.09 billion euros. This is a year-on-year increase of 8.7%. The United Kingdom, Germany and the Asian countries were the markets making the largest contribution to the net growth in total spending this month, while the Canary Islands and Catalonia were the regions to most benefit from this growth.

The island of El Hierro has become the first Geopark in the Canary Islands, thus giving the island a distinguishing feature that recognises both its natural heritage and the various sustainability-based lines of development.
