Description

The Ministry of Industry and Tourism, through the Sub-Directorate General of Studies and Publications, organically dependent on the Technical General Secretariat, is responsible for carrying out the Survey of the Situation of the Construction Sector, a statistical operation included in the National Statistical Plan.

In addition, it is part of the European Union's Common Harmonised Programme of Business and Consumer Surveys. This implies that the survey is carried out according to a homogeneous methodological approach, a single calendar and a common harmonized questionnaire, with questions generally of a qualitative nature.

With this, it is intended to gather information on the current situation of companies and their early expectations, to later add it and thus build the Construction Sector Confidence Indicator (ICC). The ultimate goal is to obtain, together with the other sectors of the economy (industry, services, trade, consumers) and often monthly, an Economic Sentiment Index (ESI) for the economy as a whole.

Methodology

To the establishments in the construction sector that are part of the sample, a fixed monthly questionnaire is sent, in which they must differentiate their responses according to the destination of their works. Thus, its construction activity may have focused in the reference month on one or more of the following subsectors: Housing (residential buildings), Industrial (non-residential buildings), Other buildings (specialized activities) and Civil works (civil engineering).

All questions are qualitative and focus on the following variables: production, order book, employment and prices. The above variables can be requested at three time points: trend (last three months), level (current time) and/or expectations (next three months). He also wonders about the limiting factors of production, with different response options (weak demand, shortage of manpower, materials, equipment, etc. ).
