Summary
The Ministry of Industry and Tourism is entrusted with the convening of entrance exams for the bodies and scales attached to it, in accordance with the principles of equality, merit and capacity in access to public functions enshrined in articles 23.2 and 103.3 of the Constitution.
The following Bodies and Scales are currently attached to the Ministry of Industry and Tourism:
- Corps of State Industrial Engineers, code 0700.
- Scale of Senior Graduates of Autonomous Agencies of the Ministry of Industry, Trade and Tourism, specialty of Industrial Property, code 5600A.
- Scale of Senior Graduates of Autonomous Agencies of the Ministry of Industry and Tourism, specialty of Metrology, code 5600B.
The purpose of this draft order is to establish the regulatory bases for the call for and award of scholarships to cover the expenses caused by the preparation of the selective entrance tests in the Bodies and Scales attached to the Ministry of Industry and Tourism that are determined in each call, with the aim of eliminating the socio-economic barriers that affect the principles of equality, merit and ability and that limit access to them.
With these calls the Ministry of Industry and Tourism exercises the power to implement measures of an economic nature to facilitate the preparation of the selective tests, provided for in section 20 of article 3 of Royal Decree 651/2025, of July 15, which approves the public employment offer corresponding to the year 2025, according to the budgetary availabilities.
The granting of scholarships will be determined, to a large extent, by the level of income of the applicants, in order to attract talent towards the bodies and scales mentioned, eliminating socioeconomic barriers that affect the principles of equality, merit and capacity, and limit access to them.
Structure of the Ministerial Order
The Ministerial Order consists of a preamble and thirteen articles that establish the regulatory bases for scholarships and their electronic processing, two additional provisions, on non-increase of expenditure and on doubts and incidents, and three final provisions that include the supplementary regulations, the title of competency and the entry into force of the rule the day after its publication in the BOE.
The articles of the Order refer to the approval of the bases, the purpose of the grants, the principles of application and legal regime; the requirements of the beneficiaries; calls; form and time of submission of applications through electronic processing; procedure of instruction and proposal of award, duration of the scholarships; criteria of valuation; resolution, publicity and resources; amount, payments and compatibility; obligations of the beneficiaries; justification and control over the fulfillment of the purpose of the scholarship failure, waiver and reinstatement of the scholarships.

The claims must be presented using the attached document model (in an editable format that allows them to be read and managed), clearly ordering and separating the different comments made, and identifying the section and the text of the Order to which each one refers.
Only the responses in which the sender is identified will be considered, stating in them:
