Summary

The organization and regulation of the Official College of Naval and Ocean Engineers began with the constitution by Decree 713/1967, of April 1st, which authorized the constitution of the same, as a corporation of official character and with full legal personality for the fulfillment of its purposes, establishing also its dependence, for administrative purposes. Subsequently, Law 2/1974, of February 13, on Professional Associations, established in its first transitory provision that the Statutes of the existing collegiate entities would continue to be in force in everything that did not oppose the provisions of said Law and without prejudice to future statutory adaptations, in accordance with the precepts of the aforementioned legal text. Subsequently, Law 74/1978, of December 26, 1978, on rules regulating Professional Associations, was passed, which brought the regime of the Associations into line with the Constitution, and Law 7/1997, of April 14, 1997, on liberalizing measures relating to land and Professional Associations. The current General Statutes of the Official Association of Naval and Ocean Engineers were approved by Royal Decree 1747/1999, of November 19, 1999, approving the General Statutes of the Official Association of Naval and Ocean Engineers. Given the time elapsed and the changes that have occurred since then in the profession, it is necessary to update them.

Thus, in accordance with the provisions of Article 26. 6 of Law 50/1997, of 27 November, of the Government, and in Order PRE/1590/2016, of 3 October, publishing the Agreement of the Council of Ministers of 30 September 2016, by which instructions are issued to enable public participation in the regulatory drafting process through the web portals of the ministerial departments, the draft Royal Decree of reference and the Regulatory Impact Analysis Report are submitted for public participation in order to give a hearing to the citizens affected and to gather as many additional contributions as may be made by other persons or entities.

In general, the contributions received will be considered for public dissemination. The parts of the information submitted which, in the opinion of the interested party, should be treated as confidential and therefore should not be freely disseminated, must be specifically indicated in the text of the contribution itself and duly justifying the reason, not being considered for these purposes the generic messages of confidentiality of information.
